Yeni Konut Finansman Program\u0131&#8217;na ili\u015fkin, Kamu Finansman\u0131 ve Bor\u00e7 Y\u00f6netiminin D\u00fczenlenmesi Hakk\u0131nda Kanunda De\u011fi\u015fiklik Yap\u0131lmas\u0131na Dair Kanun 28 Ocak&#8217;ta Resmi Gazete&#8217;de yay\u0131mlanarak y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015fti.<\/p>\n<p>Program\u0131n uygulanmas\u0131na ili\u015fkin usul ve esaslar\u0131n belirlendi\u011fi Cumhurba\u015fkan\u0131 karar\u0131 da bug\u00fcnk\u00fc Resmi Gazete&#8217;de yay\u0131mland\u0131. Bug\u00fcnden itibaren s\u00f6z konusu kurallar \u00e7er\u00e7evesinde bankalar de\u011ferlendirdikleri ba\u015fvurular\u0131n kredi i\u015flemlerini ger\u00e7ekle\u015ftirebilecek.<\/p>\n<p>D\u00fczenlemede, daha \u00f6nce de a\u00e7\u0131kland\u0131\u011f\u0131 \u00fczere, katk\u0131lardan ve esnek \u00f6deme uygulamas\u0131ndan yararlanabilecek konut finansman\u0131 sa\u011flanabilecek konutlar, konut finansman\u0131 katk\u0131lar\u0131ndan yararlanma \u015fartlar\u0131, Hazine katk\u0131s\u0131n\u0131n kulland\u0131r\u0131lmas\u0131nda uygulanacak vade, faiz ve kar pay\u0131 oranlar\u0131, azami konut ve finansman tutarlar\u0131, \u00f6deme plan\u0131 uygulamalar\u0131 gibi bir\u00e7ok konuya a\u00e7\u0131kl\u0131k getirildi.<\/p>\n<p>Programdan, konut finansman\u0131na y\u00f6nelik yeterli \u00f6deme g\u00fcc\u00fcne sahip oldu\u011fu bankalarca de\u011ferlendirilen ve katk\u0131 talebinde bulunan vatanda\u015flar faydalanabilecek.<\/p>\n<p>\u0130stanbul&#8217;un 1&#8217;inci b\u00f6lge, Ankara, \u0130zmir, Bursa, Antalya, Mersin ve Mu\u011fla&#8217;n\u0131n 2&#8217;nci b\u00f6lge, bunlar\u0131n d\u0131\u015f\u0131ndaki illerin de 3&#8217;\u00fcnc\u00fc b\u00f6lge olarak tan\u0131mland\u0131\u011f\u0131 Program kapsam\u0131ndaki katk\u0131lardan ve esnek \u00f6deme uygulamas\u0131ndan 18 ya\u015f ve \u00fczerindeki T\u00fcrkiye Cumhuriyeti vatanda\u015f\u0131 ger\u00e7ek ki\u015filer yararlanabilecek.<\/p>\n<p>Bu karar kapsam\u0131ndaki katk\u0131lardan ve esnek \u00f6deme uygulamas\u0131ndan yararlanmak \u00fczere konut finansman\u0131na ba\u015fvuran ki\u015filerin bankac\u0131l\u0131k mevzuat\u0131 ve uygulama team\u00fclleri kapsam\u0131nda yeterli \u00f6deme g\u00fcc\u00fcne sahip olmas\u0131 gerekecek, bu de\u011ferlendirme bankalarca yap\u0131lacak.<\/p>\n<p>Kendisi, e\u015fi veya 18 ya\u015f alt\u0131ndaki \u00e7ocuklar\u0131n\u0131n konut tapusu sahipli\u011fi bulunanlar, bu karar kapsam\u0131ndaki katk\u0131lardan veya esnek \u00f6deme uygulamas\u0131ndan faydalanamayacak, konut d\u0131\u015f\u0131nda arsa, d\u00fckkan gibi herhangi bir gayrimenkul sahipli\u011fi olanlar uygulamadan yararlanabilecek.<\/p>\n<p>Program katk\u0131lar\u0131ndan ve esnek \u00f6deme plan\u0131ndan yararlanmak i\u00e7in ba\u015fvuranlar\u0131n, konut finansman ba\u015fvuru tarihinden itibaren (bu tarih dahil) son 1 y\u0131l i\u00e7erisinde yurt i\u00e7inde en az 270 g\u00fcn sosyal g\u00fcvenlik primi \u00f6demi\u015f olmalar\u0131 gerekecek.<\/p>\n<p>Bu karar kapsam\u0131nda konut finansman katk\u0131lar\u0131ndan yararlanmak \u00fczere bankalara ba\u015fvuracak ki\u015filerin azami net hane gelirleri birinci b\u00f6lge i\u00e7in ayl\u0131k 80 bin lira, ikinci b\u00f6lge i\u00e7in 65 bin lira ve \u00fc\u00e7\u00fcnc\u00fc b\u00f6lge i\u00e7in 45 bin lira olarak belirlendi. Azami net hane geliri i\u00e7in konutun\/konut projesinin oldu\u011fu b\u00f6lge esas al\u0131nacak.<\/p>\n<p>Karar kapsam\u0131ndaki finansmanlar azami 15 y\u0131l vade ile kulland\u0131r\u0131lacak, esnek \u00f6deme uygulamas\u0131nda vade 15 y\u0131l\u0131 ge\u00e7memek \u00fczere finansman\u0131 kulland\u0131ran banka ve ba\u015fvuru sahibinin anla\u015fmas\u0131yla belirlenecek.<\/p>\n<p>Hazine katk\u0131s\u0131n\u0131n sa\u011fland\u0131\u011f\u0131 finansmanlar i\u00e7in 15 y\u0131ll\u0131k ayl\u0131k e\u015fit \u00f6demeli plan uygulanacak, bu kapsamda, faiz\/kar pay\u0131 oranlar\u0131 2 milyon liraya kadar olan finansman i\u00e7in y\u00fczde 0,69, 2-4 milyon lira aras\u0131ndaki finansman tutar\u0131 i\u00e7in y\u00fczde 0,79, 4-5 milyon lira aras\u0131ndaki finansman tutar\u0131 i\u00e7in de y\u00fczde 0,99 olacak.<\/p>\n<p>Gayrimenkul de\u011ferleme uzmanlar\u0131 taraf\u0131ndan yap\u0131lacak de\u011ferlemede raporlanan konut de\u011feri ve konutun sat\u0131\u015f tutar\u0131 her ikisi de birinci b\u00f6lge i\u00e7in 9 milyon liray\u0131, ikinci b\u00f6lge i\u00e7in 5 milyon liray\u0131, \u00fc\u00e7\u00fcnc\u00fc b\u00f6lge i\u00e7in 3 milyon liray\u0131 ge\u00e7meyecek. Bu karar kapsam\u0131nda kulland\u0131r\u0131lacak azami finansman tutarlar\u0131 gayrimenkul de\u011ferleme uzmanlar\u0131 taraf\u0131ndan yap\u0131lacak de\u011ferlemede raporlanan konut de\u011ferinin y\u00fczde 90\u2019\u0131n\u0131 ge\u00e7memek \u00fczere, birinci b\u00f6lge i\u00e7in 5 milyon lira, ikinci b\u00f6lge i\u00e7in 3 milyon lira, \u00fc\u00e7\u00fcnc\u00fc b\u00f6lge i\u00e7in 2 milyon lira olacak.<\/p>\n<p>Daha \u00f6nce sat\u0131lmam\u0131\u015f ve y\u00fcklenicilerin m\u00fclkiyetinde olan konutlar ile yap\u0131m\u0131na hen\u00fcz ba\u015flanmam\u0131\u015f veya yap\u0131m\u0131 devam eden konut projelerine sa\u011flanacak konut finansmanlar\u0131 Program kapsam\u0131nda de\u011ferlendirilecek.
